From infrastructure investment to operational performance

Africa is entering a decisive infrastructure decade.

Across the continent, governments, investors and international operators are mobilizing billions of dollars to expand access to water, energy, sanitation, transport and essential urban services.

But there is a question that deserves much more attention:

What happens after the infrastructure is built?

A new water treatment plant can increase capacity. A new power network can connect more customers. A new waste facility can increase processing capacity. A new transport infrastructure can improve connectivity.

Yet none of these investments automatically guarantees reliable service, controlled operating costs, high productivity or sustainable performance.

The next infrastructure challenge for Africa may therefore not simply be an infrastructure deficit.

It may be an operational excellence deficit.

From infrastructure investment to infrastructure performance

Africa’s infrastructure needs are enormous. But increasing capital expenditure alone will not solve the problem if organizations struggle to operate, maintain and continuously improve the assets they already have.

This creates a fundamental distinction:

Building infrastructure creates capacity. Operational excellence converts that capacity into performance.

Consider a water utility. Its performance does not depend only on the capacity of its treatment plant. It also depends on how quickly failures are detected; how efficiently maintenance teams intervene; how much water is lost before reaching customers; how efficiently energy is consumed; how work orders are managed; how many interventions require rework; how quickly customer complaints are resolved; how accurately performance data is collected; and how effectively teams learn from recurring problems.

The asset is only one part of the equation. The operating system around the asset determines much of the value it ultimately delivers.

Africa’s infrastructure paradox

Africa faces a particularly interesting paradox.

On one side, the continent urgently needs more infrastructure.

On the other, existing infrastructure frequently operates below its potential.

This suggests something important: the problem is not always a lack of resources. Sometimes it is the way resources are converted into operational outcomes.

Two organizations can have similar assets, similar technology and similar budgets — and still deliver dramatically different levels of performance.

Why? Because of the operating model.

The hidden productivity opportunity

Infrastructure organizations often focus heavily on major investment decisions: CAPEX → new assets → additional capacity.

But a second equation deserves equal attention: People + processes + assets + data → operational performance.

This is where Operational Excellence becomes powerful.

Imagine a maintenance organization where technicians spend significant time waiting for approvals; searching for spare parts; travelling between sites; waiting for equipment to become available; correcting incomplete work; repeating interventions; manually entering information; or responding reactively to recurring failures.

None of these problems necessarily requires a new €50 million infrastructure project. They require a better process.

And when multiplied across hundreds or thousands of employees and interventions, relatively small process inefficiencies can become major financial and service-performance issues.

Lean Six Sigma has a role — but it is not the destination

This is where Lean Six Sigma can become extremely relevant.

But organizations should avoid making the mistake of reducing Operational Excellence to: “Let’s train our employees in Lean Six Sigma.”

Training is not the objective. Performance improvement is the objective.

Lean Six Sigma is one of the methodologies that can help organizations systematically identify and eliminate sources of waste, variation and process instability.

For an African utility or infrastructure operator, a Lean Six Sigma project could focus on measurable business problems.

The African context requires a different approach

Operational Excellence cannot simply be copied from Europe, North America or Asia and transplanted into Africa.

African infrastructure organizations operate in environments characterized by different combinations of infrastructure maturity, resource availability, regulatory frameworks, workforce capabilities, supply-chain constraints, energy reliability, geographic dispersion, financing constraints, customer affordability and data availability.

Data itself can be a major challenge.

This creates an important principle:

Operational Excellence must start from the reality of the operation — not from the methodology.

The methodology should adapt to the organization. Not the opposite.

From “doing more” to “getting more from what we have”

The most interesting opportunity may therefore be to change the management conversation.

Instead of asking only: “How much infrastructure do we need?” organizations should increasingly ask: “How much performance can we extract from the infrastructure we already have?”

This does not mean reducing investment. Quite the opposite.

Better operational performance can make infrastructure investments more sustainable.

A well-designed facility operated efficiently can generate more value over its lifetime. A poorly operated facility can consume additional resources while delivering less service than expected.

The emergence of the “Utility of the Future”

This is already beginning to change how infrastructure organizations think.

The utility of the future will not simply be: more assets + more employees + more investment.

It will increasingly be: better assets + better processes + better data + better decisions + better capabilities.

That is Operational Excellence.

From isolated projects to a culture of continuous improvement

The real opportunity is not to run one Lean Six Sigma project. It is to create an organization capable of continuously identifying and solving its own performance problems.

This requires several layers.

1. Performance visibility — Teams need to know where performance is being lost.

2. Problem-solving capability — Managers and employees need structured methods to identify root causes.

3. Standardized processes — Successful improvements must become the new way of working.

4. Management systems — Performance must be reviewed regularly and linked to operational priorities.

5. Capability development — Employees need the skills to improve processes themselves.

6. Leadership — Senior management must make improvement part of the operating model rather than a temporary initiative.

This is the difference between training people in Lean and building a Lean organization.

The opportunity for infrastructure companies

For engineering, consulting and infrastructure companies operating across Africa, Operational Excellence can also become a strategic differentiator.

Companies that traditionally compete on engineering expertise + technical capability + project execution can increasingly differentiate themselves through engineering + operational performance + continuous improvement.

Imagine an infrastructure project where the client receives not only a functioning asset, but also standardized operating processes, performance dashboards, maintenance standards, productivity indicators, problem-solving routines, trained improvement teams and a pipeline of improvement projects.

The value proposition changes completely.

The company is no longer simply building infrastructure. It is helping the client capture the performance potential of the infrastructure.

The next competitive advantage: operational capability

Operational Excellence in Africa is not yet a mature, standardized discipline across the continent. There is therefore room for organizations to become early leaders in building operational capability.

For infrastructure operators, engineering firms and utilities, this could become a genuine competitive advantage.

A practical roadmap for African infrastructure organizations

Step 1 — Identify the performance gap — Where are we losing money, time, capacity or customer satisfaction?

Step 2 — Quantify the opportunity — Translate operational problems into financial and service impact.

Step 3 — Select 2–3 priority processes — Focus on problems that matter to the business.

Step 4 — Run improvement projects — Use Lean Six Sigma, Kaizen, process mapping, root-cause analysis, TPM or other appropriate methodologies.

Step 5 — Build internal capability — Develop Green Belts, Black Belts, improvement leaders and operational managers.

Step 6 — Standardize the gains — Ensure that improvements survive beyond the project team.

Step 7 — Scale — Move from one site to multiple sites, then from one country to the wider organization.

This creates a much more sustainable model: Pilot → Prove → Standardize → Scale.

Africa does not only need more infrastructure

Africa certainly needs enormous infrastructure investment. But infrastructure investment without operational capability risks leaving significant value on the table.

The future challenge is therefore not simply: How do we build more?

It is: How do we make every asset, every process and every employee perform better?

That is the real promise of Operational Excellence.

And for Africa’s infrastructure and utilities sector, the opportunity is enormous.

Because the next generation of infrastructure leaders may not be distinguished simply by how much infrastructure they build.

They may be distinguished by how efficiently they operate it.

The strategic question

If we could improve the productivity, reliability and efficiency of our existing operations by 10–20%, what would that be worth to our organization?

The answer may be large enough to justify looking at Operational Excellence not as a training program, but as a strategic business capability.
